Roads, rail, ports, and critical infrastructure drive the national economy. Their delivery represents a significant proportion of Australia’s construction industry and projects of this scale and consequence demand input from a diverse range of specialists.

With project footprints largely fixed from the outset, there is little tolerance for gaps in expertise or lapses in delivery. Environmental constraints that are poorly understood at the outset have a way of becoming program risks, cost overruns, and approval delays — consequences that reverberate across entire project teams and investment cases. Comprehensive, defensible assessment and management is not merely a baseline expectation; it is a commercial imperative.

The environmental complexity of major transport infrastructure is significant and rarely uniform. Projects frequently traverse varied land tenures, cross sensitive ecological corridors, intersect with contaminated land, and engage multiple regulatory jurisdictions simultaneously. A single alignment may require heritage assessments, biodiversity offsets, contamination management plans, noise and air quality modelling, and groundwater management — often concurrently and under intense program pressure. Navigating this complexity requires practitioners who can operate fluidly across disciplines, communicate clearly with regulators and stakeholders, and never lose sight of the project program and the commercial realities that drive it.

Western Environmental has an extensive track record of delivering integrated, multidisciplinary environmental services across the transport and major projects sector. Through appointment to a range of specialist consultancy panels, we provide technical advice and environmental strategy to the government departments responsible for scoping and designing some of Australia’s most significant infrastructure programs. We understand how these projects are structured — the relationship between client agencies, design consultants, independent reviewers, and construction contractors — and we position our services to add value at every stage of that chain, from early feasibility through to construction completion and beyond.

We understand the intersection of time, cost, and risk that defines the construction environment — and we know what it costs when environmental issues are not identified early, managed proactively, or communicated effectively. That client-side perspective informs everything about how we work. Whether embedded within a Tier 1 constructor’s delivery team, appointed to a government panel, or engaged directly by a project owner to provide independent technical oversight, Western Environmental translates deep multidisciplinary expertise into pragmatic, cost-effective services that keep major projects moving.

    Optus Stadium

Western Environmental was engaged by the primary contractor to design, construct, operate and maintain a groundwater “capture and contain” remediation system comprising a 480 m groundwater dewatering array and multi-stage treatment system to adjust pH, remove suspended solids, metals and a range of organic contaminants that were mobilised as a result of ground improvement works to augment stadium construction. Abstracted water was successfully treated and subsequently re-used during construction, thereby avoiding off-site discharge or disposal.

During subsequent phases of the project, Western Environmental were engaged client-side as expert advisors in relation to contamination and ASS management and were responsible for contractor oversight, review of consultant and contractor reports/plans and documents, auditing of contractor performance for compliance with project documentation and regulatory guidelines, and preparation of project close-out reports.

    Service Station Remediation

Western Environmental was engaged by a to undertake a site assessment and remediation of a former service station site impacted by light non-aqueous phase liquids (LNAPL). The initial site investigation identified the LNAPL plume within a proposed bridge construction footprint where active works were occurring.

Western Environmental designed the remedial solution which included a Multi-phase Vapour Extraction system that was deployed to allow construction to continue in the impacted area during ongoing remediation. This required a dynamic and adaptive approach to site management and a strong understanding of interacting project demands. Western Environmental undertook all phases of contaminated site assessment and management which is being delivered under 53X audit by a VIC EPA-appointed Contaminated Sites Auditor.

    Perth Airport Link

Western Environmental was appointed as lead consultant and client-side advisors for the design and construction phases of the Perth Airport Link project from 2015 to project completion in 2023. Works included preparation of a sampling and analysis quality plan and large-scale detailed site investigation in a complex multi-jurisdictional environment. Site assessment occurred prior to the establishment of state-based or national PFAS guidance.

Western Environmental led a team of interstate and international PFAS experts to devise a sampling methodology for soil, sediment, ground and surface waters that was subsequently adopted by the state-based regulator and incorporated into the Department of Water and Environmental Regulation (DWER) interim PFAS guidance. Further works included Tier 3 quantitative PFAS risk assessment, supervision/monitoring of forward forks and remediation, and devising a strategy for the re-use of 1,500,000 cubic metres of low-level PFAS-impacted soils on future public infrastructure projects. All works were subject to DWER-accredited Auditor review and approval, along with State and Federal regulators and third-party stakeholders.

    PFAS Construction Management

Western Environmental was selected as the primary consultant and remediation contractor on a major construction project for an international retail client involving the design, construction, operation and maintenance of a PFAS groundwater treatment plant for construction dewatering.

Project delivery included consulting services (site investigation, management plans, risk assessment, approvals and permits, regulator liaison, remediation design, compliance monitoring and reporting) as well as plant operations (design and construction, commissioning, operations and maintenance) and waste management (spoil/treatment media handling, storage and disposal). Poor influent water quality combined with variable flow rates required innovative system design including bespoke pre-treatment. The plant was deployed in a mobile capacity at different locations within the site, requiring short turnaround remobilisation.
