    Dewatering Review and Legal Support

    Western Environmental was engaged by a law firm representing the primary insurer for a number of properties affected by a poorly executed dewatering program at a construction site in South Perth. The project was high risk, involving contaminated land, groundwater and dewatering where significant impact to surrounding structures was caused by contaminated groundwater and improper discharge management leading to localised flooding of basements as well as environmental impact.

    Works included a technical review of documentation, dewatering treatment and effluent discharge management, dewatering and treatment system design and compliance monitoring and reporting, and advice to counsel regarding cause of observed impacts to the environment and surrounding properties.

    PM Apartments Port Melbourne

    Western Environmental were engaged to assist a client in the rezoning and development of a former industrial site into a multistorey residential apartment building. PCB-impacted groundwater was identified within the target zone for dewatering and construction as well as other concomitant impacts including asbestos, and the presence of acid sulfate soils.

    The works included detailed data review, obtaining relevant approvals and licences, further technical investigations and the development of a groundwater management strategy. During construction, Western Environmental were engaged to design, construct, operate and maintain a groundwater treatment system to remove organic contaminants, adjust pH and remove suspended solids to facilitate discharge to the trade waste system. Additional tasks included ongoing management of acid sulfate soils, and high-frequency groundwater compliance monitoring and reporting. Works were undertaken under 53X Audit by a VIC EPA-appointed Contaminated Sites Auditor.

    Seaford Commercial Development

    Western Environmental undertook a technical review of existing site environmental reports and identified inaccuracies in the assessment and proposed management of acid sulfate soils on the site. Western Environmental was commissioned thereafter to undertake further site assessment, prepare an acid sulfate soils and dewatering management plan and to provide strategic management advice. On the basis of Western Environmental advice, the client made significant cost savings a while achieving environmentally beneficial outcomes.

    Sunbury Residential Development

    Western Environmental were engaged to provide consultancy services for a residential development project located on Melbourne urban fringe. Historic importation of soils had resulted in asbestos contamination across the site requiring remediation to facilitate the proposed future land use.

    Western Environmental undertook multiple phases of works including site investigations, remedial options appraisal and strategy development, remedial project management, provision of hygiene services and site clearance. Remedial costs were minimised through on-site abatement of asbestos impacts, followed by off-site disposal of material.

    Lucky Bay Campgrounds

    Western Environmental was engaged to provide bushfire planning advice to assist with the transition and allocation of the Lucky Bay Land Parcel to the Bundi Yamatji Aboriginal Corporation. Project work included advice outlining management measures required to improve bushfire safety for the ongoing and future operation of the camping grounds within the Lucky Bay Land Parcel. 

    In addition, consideration was given to future expansion of camping activities within the Land Parcel and strategies were developed to allow for this expansion whilst maintaining compliance with State Planning Policy 3.7 Planning in Bushfire Prone Areas and the Guidelines for Planning in Bushfire Prone Areas.

    Ecological Survey and Offsets

    Western Environmental was engaged to undertake detailed flora surveys across a portfolio of 20 sites in southwestern WA. The sites were identified by the client as being potentially suitable for acquisition as biodiversity offsets for future development plans.

    Elizabeth Quay

    Western Environmental was appointed by multiple Tier 1 Developers and Builders to provide environmental consultancy services during the development of Elizabeth Quay. Clients include ProBuild, Brookfield, Multiplex, and SKS Group. Works included detailed site assessments, preparation of management plans for construction, regulatory approvals and liaison, and environmental monitoring during construction.

    The design, construction, operation and maintenance of a groundwater treatment plant was also delivered which facilitated discharge of treated effluent into the Swan River. Project highlights include the technical assessment and characterisation of materials across multiple sites to optimise spoil re-use and disposal, achieving a net saving of >$15M for clients across all projects.

    Former Defence Site Redevelopment

    Western Environmental was engaged to provide due diligence assessment and advisory services for a large-scale land development project in Queensland. Works included preliminary and detailed site investigations for land contamination.

    The site had been subject to historical use as a defence asset and was also subject to a substantial amount of uncontrolled filling. An innovative remedial strategy was deployed to reduce off-site disposal costs. All works were completed to the satisfaction of the approving authority.

    Ammonia Nitrate Plant Remediation

    Western Environmental was engaged in the investigation and remediation of a loss of containment event involving activated-methyl diethanolamine (a-MDEA) at a site in north-west WA. Works included preparation of a sampling and analysis quality plan, detailed site investigation, and a Tier 2 risk assessment for a highly mobile and complex contaminant. Regulator liaison was required to obtain approval for site-specific criteria and on-site analytical methodology due to contaminant degradation rates.

    The spill was successfully remediated, and procedures put in place to manage future loss of containment events. In subsequent phases of work at a related site, a remediation options assessment identified Enhanced In Situ Bioremediation (EISB) as a preferred remedial approach for significant ammonia and nitrate impacts in groundwater. Western Environmental was engaged to design, construct, commission and operate a pilot scale injection system to confirm treatment efficacy. A full-scale EISB system is currently being deployed.

    The site had been subject to historical market garden land use as well as asbestos impacts associated with material dumping. An innovative remedial strategy was deployed to reduce off-site disposal costs.
